The Collapse of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are waged: hopeful statements are released from different nations. Immense energy is allocated on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, probably supplied through Western nations. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and another blackout.

Persistent Threats

Soon after, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably imported technology. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's vital need on international aid – a dependence that regional partners are demonstrably unable to substitute in the short term.

Unsuccessful Negotiations

The 28-point plan from American leadership generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not evolve additionally in its benefit in the near future.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a total frontline collapse until conditions improve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
